I am also Associate Profesor in the Government Department at Suffolk University in Boston. I teach Courses in Comparative Politics, Latin American and European Politics, and International Relations. I am co-teaching one course this Fall with professor Dominguez: GVT 310 Global Political Economy. I will have office hours on Fridays between 10am-12pm and by appointment. Please call or e-mail me.
Born in Spain, I hold a Law Degree from the Universidad Autonoma de Madrid, and a Ph.D. in Political Science, as well as Masters degrees in both International Relations and Business Administration, from Boston University. BOOKS
Portugal in the 21st Century: Politics, Society and Economics (Lanham, MD: Lexington Books, January 2010. Forthcoming).
The year 2009 marks the 35th year anniversary of the Carnation Revolution of 1974, which re-established democracy in the country, and the 23rd anniversary of the accession of Portugal to the European Community (now European Union). This book seeks to reflect on how far Portugal has come since 1974, in order to better understand where it is headed at the dawn of the twenty-first century. A primary goal of this book is to examine the impact of the combined processes of democratization and European integration on Portugal from an economic, social, institutional, and cultural standpoint. The book will offer an up-to-date assessment of political and economic issues in Portugal.
Varieties of Capitalism in Spain: Remaking the Spanish Economy for the New Century (New York: Palgrave, May 2008).
In this book I examine the impact of institutions on macro and micro economic behavior in Spain. I analyze how institutional settings hinder or facilitate firm-level adjustment to international competition and why they may determine the success or failure of business strategies (see Hall and Soskice 2001). I address questions such as: Is globalization forcing non 'coordinated market economies,' such as Spain, to converge on an Anglo-American model? How do national institutional differences condition economic policies and performance? The book builds on the hypotheses generated by the literature on 'varieties of capitalism' to analyze the challenge of developing and sustaining coordination while adjusting for economic change in Spain. It shows that actors' preferences and policy outcomes are constrained by the differences in the quality and configuration of institutional frameworks, political deals, and the existing economic structure. A central conclusion is that the relative power and the particular interests of the state have been centrals factors in promoting distinctive patterns of coordination in Spain.
Portugal, Espanha e a Integração Europeia: Um Balanço (Lisbon: Instituto de Ciencias Sociais da Universidade de Lisboa, June 2005).
Spain and Portugal in the European Union: The First Fifteen Years was published by Frank Cass in 2003 (co-edited with Paul C. Manuel). It has also been published as a special volume of the journal South European Society & Politics (Vol. 8, No. 1-2, 2003). This book examines the impact of European Union integration on Spain and Portugal after 15 years. It is an outgrow of a conference that I helped organize at The Minda de Gunzburg Center for European Studies at Harvard University in November of 2001 to commemorate the 15th anniversary of Portugal and Spain accession to the European Union. 'A New Century of Corporatism?' Corporatism in Southern Europe: Spain and Portugal in Comparative Perspective was published by Greenwood Publishing/Praeger in May of 2002. This book examines how national-level social bargaining was established in Portugal and Spain during the last two decades, despite unpropitious institutional and structural conditions. It focuses on domestic responses to, and policy consequences of the European integration process, as well as the threat raised by the globalization of markets and the intensification of international competition. I was selected by the Suffolk University Faculty Development Committee in the Summer of 2000 as one of the recipients of the College's Summer Stipend Award to work on this project. From Social Democracy to Neoliberalism: The Consequences of Party Hegemony in Spain, 1982-1996 was published by St. Martin's Press in February 2000. In this book I examine the collapse of social concertaion in Spain in the 1980s and the economic consequences. You can now see the cover of the book and buy it.

In September 2001 I presented a paper at the 2001 Meeting of the Latin American Studies Association (LASA) in Washington DC, titled: "Neocorporatism and Economic Reform in Mexico and Spain in the 1980s." In this paper I examine the impact of neocorporatist social pacts on adjustment policies in both countries in the 1980s.
At the 2001 Annual Meeting of the New England Political Science Association I presented: "Reconceptualizing Citizenship in the New Europe: Some Lessons from the 15th Anniversary of Spain and Portugal's Accesion to the European Union" analyzing the impact of EU membership on Spain and Portugal with professor Paul C. Manuel from Saint Anselm College.

As part of the Hispanic Heritage Month I gave a presentation at Suffolk University in the Fall of 1999 titled "Spain after Franco." You can check the transparencies that I used for the presentation.
In the spring of 1999, I traveled to Mexico with a Suffolk University graduate student (Margaret Doherty-Lopez). We traveled as part of a Delegation organized by the Mexico Solidarity Network Mexico Solidarity Network Website. We interviewed leaders of the independent unions, and the new rulers of the Federal Distict in Mexico City. We also traveled to Chiapas where we met with representatives of NGOs, human rights groups, political parties, and spent time with indigenous communities.

In November of 2001 I organized a conference at The Minda de Gunzburg Center for European Studies with the Iberian Study Group and the Portuguese Study Group to commemorate the 15th anniversary of Spain and Portugal's accession to the European Union. The title of the conference was: "From Isolation to Integration: 15 Years of Spanish and Portuguese Membership in Europe." You can find the program and information about the Iberian conference in the conference's web page. The conference took place on November 2nd and 3rd of 2001. You can also read the grant proposal and the program of the conference. I raised $55,000 for this project from the following institutions that co-sponsored the conference:The Tinker Foundation; The New Hampshire Institute of Politics at Saint Anselm College;The Real Colegio Complutense at Harvard University;The Gulbenkian Foundation; The Cultural Office of the Spanish Embassy in the United States; The Camoes Institute; The EU Center at Harvard University; The Minda de Gunzburg Center for European Studies; The Spanish Consulate in Boston, the Portuguese Consulate in Boston and Suffolk University. A volume with a selection of the conference papers has been published as a special issue of the journal South European Society & Politics (Vol. 8, 2003) and by Frank Cass.
In the Fall of 1998, I organized the Workshop: Environmental Economics in Latin America. It took place at the The Smithsonian Tropical Research Institute in Panama. This workshop was sponsored by Laspau/Harvard University, the Ford Foundation, and Fulbright/USIA, and co-hosted by The Smithsonian Tropical Research Institute. I chaired and coordinated it.
This workshop explored recent developments in valuation of environment assets, the policy forces behind units of carbon absorption being traded as commodities, advances in understanding of economic effects of environmental investments. A number of advancements in this field merit new understandings that we discussed in this seminar. The specific objectives of the workshop were to:
1. Understand carbon markets and the sale of environmental services on the world market.
2. Gain experience in valuation of environmental assets.
3. Explore environmental benefit/cost analysis as a fundamental aspect of decision-making.
4. Examine policy tools including the economics of trade and environment and issues of sustainable tourism.
